A second chance at freedom

I applaud governor Barbour for given various individuals a second chance. Because you never know why someone killed a certain person they could've gotten into an argument and it had gotten out of hand, but that person shouldn't have killed them. I look at it from my point of view, what if I killed someone or was falsely accused, I would want to be pardoned also.
